Withholding Compliance Program. The IRS Mission statement includes “enforcing the tax law with integrity and fairness to all” . A “fair and just tax system” is also a cornerstone in the Taxpayer Bill of Rights (TBOR).

What are the regulations for income tax withholding?

Regulations in 26 CFR Part 31, Employment Taxes and Collection of Income Tax at Source, provide guidance for implementation of IRC Section 3402. Section 31.3402 (f) (2)–1 (a) requires each employee to furnish his or her employer with a signed withholding certificate on or before starting employment.
